What is a Comprehensive Plan?

The Comprehensive Plan serves as a long-range guide for land use, development, and community building projects. It must include a statement of objectives for future development, land use policies, and policies for the development of public infrastructure such as roads, utilities, and community facilities. The comprehensive plan will cover topics such as land use, economic development, infrastructure, natural resources, agriculture, quality of life, and housing.  It is used by elected officials and county staff as they evaluate and make decisions on proposed development. It also communicates the County’s vision for the future to property owners, businesses, and developers that may be interested in Boone County.

What is a Throughfare Plan?

A Thoroughfare Plan is a long-range planning tool which establishes goals, policies and recommendations regarding the development of a safe, efficient, and balanced transportation system that will support the community’s future needs. The plan is not a traffic study intended to address immediate traffic concerns. It will identify project priorities to improve the street network and accommodate future travel demands based on potential population and employment growth. It will also identify future roadway design standards and desired right-of-way dimensions for existing and proposed streets.

What is a Local Road Safety Plan (LRSP)?

A Local Road Safety Plan is a strategic document to improve roadway safety. It identifies key safety issues and outlines data-driven, community-informed strategies to reduce traffic fatalities and serious injuries. The Boone County LRSP will include components on analyzing crash data, identification of emphasis areas, and countermeasures for crash mitigation, ensuring that Boone County’s transportation network remains safe for all users.
